Freedom Writers and Perfume seem to be in English, and produced in Germany. Maybe you could clarify what you mean by German movies in the intro text.

Generation War (2013-2013) is a miniseries not a movie (hence 3 episodes and a 270 minute long runtime).
Buena Vista Social Club (1999) is a Spanish language documentary.

Maybe the intro would read better like this:
"These are the highest-rated German language movies produced in Germany or Austria. Which movie is your favorite?
You can add the minimum voting requirement in a separate note.
Die fetten Jahre sind vorbei seems to be eligible under your parameters.
Toni Erdmann is just .1 below your lowest rated title and it is a very acclaimed film, maybe you could use it to replace Generation War which is a miniseries
