It's not a speech but perhaps could be considered

Jess,
For your consideration:
Capt. John Sheridan to Delenn:
https://www.imdb.com/title/tt0517651/quotes
[proposes to Delenn] I, um - I wanted you to have this. I got it down in the Zocalo. It's not what I had exactly in mind, but, um - It's temporary until I can get you a real engagement ring. Um, it's an Earth custom. See, you give someone you love an engagement ring as kind of a down payment for another ring. The kind you exchange when you get married. I don't know when we will be able to get around to that part of it. We may not survive the next two weeks, but I wanted you to have this and to know that whatever time I have left, I want to spend it with you.

This image is from another episode. Sadly, there is no suitable image for episode in which the quote occurs.

From the choices already available:
My vote:
Ilsa to Rick: Richard, I tried to stay away. I thought I would never see you again, that you were out of my life. The day you left Paris... if you knew what I went through. If you knew how much I loved you. How much I still love you.
2nd choice:
Niles to Daphne: No, Daphne, I'm glad he told me - because I love you. It's the truth. Lord knows, I have tried to deny it, tried to pretend that I am over you, but not a day has gone by when I haven't thought of you. Your smile, your beautiful eyes, what it would be like to hold your hands and ask you the question I never dared ask!

There is a bunch of excellent ones in Les enfants du paradis. I'm going to rent the screenplay from the library because I don't remember them by heart.

The end-of-loops-scene in 'Groundhog Day'.
The reuniting of Frank Cross and Claire Phillips in 'Scrooged'.
I'm sorry about not having the English text ready. But in both Bill Murray's character stated his love to a wonderful woman's character.

Oh my gosh, what a great collection. Bravo! There are so many of these that, for so long, I have had a soft spot for and a few that I never heard before, like 'The Fault of Our Stars,' and I really like. It will be such a tough choice but I think my vote will go to one that I've known and loved for a long time but I'm not quite sure which one. 'Jerry Maguire,' 'My Best Friend's Wedding,' 'Ten Things,' 'Harry Met Sally,' 'Bridget Jones,' and Meredith in "Grey's" are sticking in my head but that's still six, lol.

Nothing can beat the "Knight in Shining Armor" declaration, the only one from an elderly couple, the only one to make it in AFi Top 100... as a monologue.
