I wouldn't consider 2,4,6,16, or 20 pigtails. Pigtails is plural; ponytail is singular. According to Oscar Bond, master hair stylist who I used to work for from time to time, pigtails are definitely two: I know because my hair was long enough that he could make me wear them, lol. How embarrassing then and how embarrassing now; I thought once I turned ten or eleven, I'd never have to wear them again.

As Ruby said above, a pigtail most commonly refers to two braids on opposite sides of the head, which disqualifies the five options she mentioned.
