In the user reviews section, they can only be written in English Because IMDb is a global site, it's better for users to write in any language. like Persian
The main obstacle in that is employing enough people fluent in Farsi to screen submissions of reviews written in Farsi. An additional obstacle is providing a way for reviews to be filtered by language. One more thing, IMDb is not really yet setup to accommodate scripts/alphabets other than Roman/Latin. However, it would be nice if IMDb came in multiple languages.

IMDb is already quite gigantic with many collaborators and requests to change every kind of listings. Imagine what the future holds, if the current rate of growth continues, which it will. All I can think of is to organise a special forum for each language group, perhaps within the aegis of IMDb.
