'Good poll but I agree that it could use some parameters. For starters, I noticed that all of the series have a rating of at least 8.0 except for:

#15
#20
#22
#25
#26
#30
#33

So you already have one guideline if you want to use it. I did two searches; the results are below but I couldn't figure out how to keep US series out so you'd have to go through them yourself. I could probably help if you want it. 

Since the first one (https://www.imdb.com/search/title/?title_type=tv_series&release_date=2000-01-01,2019-12-31&u...,) yielded 401 results, albeit many of them American so it's to as many as it seems but, still, I tightened up the search terms to :

Released 2000-2018
Rating 8.0 - 10
Min # of Votes: 20000

You don't have to use those search criteria, of course; it's just an example but this list would probably be pretty easy and quick to get through. You could also leave out comedies, documentaries, and/or reality TV and/or other genres and shrink the results even more. : )
