My vote is: Norman Bates

But at the same time, he can't be held totally responsible for his crimes. So he isn't the most villainous of them. In my opinion, the "nastiest" villain on the list is Harry Powell.

On a side note, I don't really like AFI's list. There are many characters that I don't consider as villains on the list.

1) Mr. Potter

He doesn't have a lot of compassion, but he isn't acting awfully either.

2) Nurse Ratched

She is only doing her job.

3) Michael Corleone

I love rags to riches stories. I rooted for her. I thought that Margo was annoying.

The shark is only a fish. The real villain is the mayor.

He isn't more villainous than anyone in the film.

It is a robot.

It is a robot.

As I see the movie, a deranged man came into a mental institution, disrupted the order, helped a fellow patient to escape, and almost killed a nurse. The institution reluctantly had to lobotomize him in consequence of his actions.

From my point of view, the most villainous person in One Flew Over the Cuckoo's Nest is McMurphy

People seeing signs of satisfaction in Nurse Ratched's eyes and body language are only having confirmation bias because she truly has at heart the well-being of her patients. If she has one fault, it is her inability to express her emotions, but that doesn't make her villainous.

Good poll but I wish I could see it before its publication, I would have suggested to make it an image-poll. This is a poll based on characters so it's much better to see their faces than the movie posters. Also the mention "villain" was not necessary since we already know the subject.
