Considering both the quality of the film, and the actual best picture winner, I would say Saving Private Ryan followed by A Place in the Sun and Hugo.

In 1973, Cries and Whispers should have beaten both Cabaret and The Godfather (It was really strong year though.)

Mad Max should have won over Spotlight.

Drive My Car should have won over CODA

Dr Zhivago should have won over The Sound of Music

The Thin Red Line should have won over both Saving Private Ryan and Shakespeare in Love

The Tree of Life should have won over both over both Hugo and The Artist. It should be considered one of the greatest films of all time.

Thus, my pick is Mad Max: Fury Road. All in all, The Oscars rarely get it right. In their history, I might agree with them 5% of the time.
