Only TV shows that have ended, to ensure the actor can't get a future nomination. 

(I added Sam Heughan who technically could be nominated for a Golden Globe in December this year, but I judge it as very unlikely.)

There is defintely some type of systematic discrimination going on @ the Emmys. They either shower a worthy series, like "The Pitt," "Hacks," among other IMDb Top 250 Series with dozens of acting nominations or shut a worthy series out entirely, like "Yellowstone", "Band of Brothers", "It’s Always Sunny in Philadelphia," "Outlander," among other IMDb Top 250 Series. The same applies to individuals were they put them in a box and Emmy voters and The Academy of Television Arts & Sciences prevent them getting the recognition they so richly deserve, despite television fans saying otherwise. I would say it is nearly impossible to have a great show without great actors, even though other contributors likely played a role in making the show great. 

It is so bad that notable guest actors, don't have a shot if they appear on "forbidden" show. It is possible that the producers may be contributing by either supporting or not supporting candidates. I credit 'The Pitt' producers for landing an astounding eight main cast nods and five guest actor nods for a bunch of no-names. I like this idea of allowing actors to self-nominate themselves, but the producers support still is key.

Whan it comes to chosing the nominess, Hollywood has followed a strict protocol of Political Correctness and being severely "woke."  The Pitt, which I refuse to watch, is one of the worst shows for this.

You say that you have eleven spaces left and I already offered my three, but may I suggest:

Rod Serling was nominated for writing and producing for The Twilight Zone, but he was never nominated for his acting/narration/hosting for The Twilight Zone or for Night Gallery.

Ralph Waite was never nominated for his role as Sealy Booth's grandfather in "Bones." (He stole the show in the episodes that he was in)  He was nominated for Emmy Awards for The Waltons.
