Tough call. All the nominees seem much smarter than they did a few years ago.

An awkward truth.

Maybe American Dreamz (2006) where Dennis Quaid plays a president (Bush?). But it's just above 5 , 5.4 exactly.

Breumaster,

For your consideration:

You Nazty Spy! (1940)
In a country, munitions manufacturers maneuver a wallpaper hanger to become dictator with his compatriots as his personal staff.

https://www.imdb.com/title/tt0033281/trivia
Was the first Hollywood film to spoof Adolf Hitler, released nine months before Charles Chaplin's more famous The Great Dictator (1940).

Dan, I think that Breu is restricting the list to fictional leader. Hitler is not fictional.

Even if it's a mismatch for this poll, it's good to know someone appreciates the intellectual depth and incisive satire of The Stooges.

cinephile,

Breumaster included Charles Chaplin's The Great Dictator (1940), which is a parody of Hitler. Charles Chaplin plays Hynkel - Dictator of Tomania / A Jewish Barber

In You Nazty Spy! (1940), Curly Howard plays Curly Gallstone (as Curly), Larry Fine plays Larry Pebble (as Larry) and Moe Howard plays Moe Hailstone (as Moe). These characters are parodies of Hitler and Hitler's advisors.

Parodies are ok. Charlie was called Hynkel, not Hitler. But I thought for myself, if I should put him on the list. Maybe I should put 'The Great Dictator' down, because of my own rules. cinephile is right when stating that it is a parody on a real person. Only a name change might be a little less. I'll put him down from the list.
Thank you guys, I didnt think of that grey zone.

I'll look at your other suggestions, thank you for suggesting. But after work. ;)

I never understood why for The Simpsons Movie they had President Schwarzenegger instead of Ranier Wolfcastle/McBain... I guess they were done with satirical subtlety.

B'cauze they know that he has no chance to become the president of the United States. He is born in Austria. Only American born can become US president.

Haroun El Poussah in both, the film Iznogoud- Caliph Instead of the Caliph (2005), and the animated series Iznogoud (1995). Though, both are based on the better known french comic (written by the writer of Asterix)

I would take isnogud, 'The Caliphe', which I know as a terrific comic on the list, but it doesn't match the criteria of being rated at least 5/10.

Dick is short for Richard Nixon. I don't have a problem with him being included, but you emphasized fictional.

I second that. Also, for as much as I detested Richard Nixon's Presidency, apparently he was quite smart: he had terrible judgement about some very important things but those actions were born out of psychological problems and a very shaky moral compass but not lack of intelligence. I didn't see the movie so perhaps the character is illustrated differently but then we get back to Peter's comment.

Correct! But I struggle with myself if I should skip the "fictional" rule. There are so less suggestions. For now I wipe Nixon from the list. Let's see how may fictional leaders will follow.

Hmmm, I think this list of fictional characters is quite good with some very funny options. Perhaps you could do another poll about real-life leaders?

Breu,

If you choose to create a real-life version of this poll, as Ruby suggests, I humbly suggest that the list should only include people who are no longer alive.

For that poll, I would nominate Ludwig II of Bavaria. For those unfamiliar with this ruler, he commissioned the building of two palaces and a castle: Herrenchiemsee, Schloss Linderhof, and Neuschwanstein Castle.
