One of the most common ways of communication is speech. When someone cannot speak, that becomes a hindrance to living a normal life. Most of the mute people use sign language to talk and convey meaning to others. A lot of times, facial expressions are a very important way to communicate as well.

Mr. Bean isn't really mute. He speaks a good deal, especially in the movies.

I take your word for the movies, removed him.

He speaks, but very little in the TV series. Also, whatever he speaks is gibberish at best.

In general, a lot of deaf people cannot learn to speak and grow to be mute. Later, if they actually learn to speak they cannot speak clearly.

Yes that is correct and so is Sarah Norman, Boo Radley and someone else I am missing, they choose not to speak. But they has the same effect, to an extent I think it is tougher not to speak when you can speak.

The thing is Silent Bob has too many appearances, sometimes he speaks more (J & SB Strikes Back), sometimes just a word or line (Clerks, Clerks 2, Dogma). I have chosen the title where he doesn't speak at all (J & SB Reboot).
