Charlie (and other versions of the book Flowers for Algernon that were made into films) should qualify as it is about artificially created super intelligence.  I listed Charlie instead of the other films as Cliff Robertson won the Oscar as best actor for his role.

There are many versions of The Invisible Man (serious films to horror films to comedy films) that might count here.

A meek book keeper with an obsession for fish has his world turned upside down, when he is transformed into one, himself and helps the American Convoy save the country, during the war in the 1940's.

The Incredible Mr. Limpet's super power is that he can produce a loud thumping sound after he is transformed into a fish. He uses this thumping sound to cause problems for German fleet.

The Men Who Stare at Goats could also be listed as it is about the development of mental powers such as telekenesis.
