Off the top of my head, I'm thinking LeeAnn and Angie, when together (they're far less annoying when not with the other), from Orange Is the New Black but I suspect that I dislike other characters from other series more and I just haven't thought of them. Lavinia from the anime "Little Princess Sara" (1985) never have I hated a character so much but I don't know if it qualifies, since she's the main antagonist, she's supposed to be hated. I'd like to think of a live-action character I find particularly annoying, well, I never cared much for Steeve Urkel but to say I disliked him would be a stretch
