if you are going by the original comic books, then my choice would be the riddler...but definitely not the jim carrey movie version....

if you are going just by the movies, then i would probably say robin....

Batman dates to 1939 in Detective Comics #27. There have been numerous Batman villains that appeared in the comics since then. I would limit your poll to villains that appeared in film, and possibly on television.
