As defined by the Academy, an animated feature film is defined as a motion picture with a running time of greater than 40 minutes, in which movement and characters’ performances are created using a frame-by-frame technique. Motion capture by itself is not an animation technique. In addition, a significant number of the major characters must be animated, and animation must figure in no less than 75 percent of the picture’s running time.

Avatar is probably the weakest from the 4. Best is Toy Story 3.

A Best Picture nomination for The Lion King (2019) in the Oscars 2020 regular Best Picture category would be only the fifth time a movie using an animation technique for most of its frames was nominated in ninety-two years. A notable mark for an award ceremony that over its history has demonstrated an aversion to animated films in its premiere award categories, despite the genre's popularity and success at the box office.

The reputation of the original The Lion King (1994) and its snubs a quarter century ago, led to the creation of the Oscar for Best Animated Film. The latest version uses an innovative and ground breaking photorealistic computer-generated technique to remake the original. The The Lion King 2019 grossed over $1.6 billion worldwide, surpassing Frozen as the highest-grossing animated film, and is also the second highest-grossing film of 2019, and the seventh-highest of all-time. Despite, these accomplishments the film remains a long shot to win, currently sitting in a 35-way tie at 15th on the odds chart with 100-1 odds.

(These Oscar Best Picture nominees seem to be laden with VFX, just matter of how they were created, how much those scenes dominate the running time, and also lavishly the production spent, as seemingly traditionally filmed scenes can be tweaked digitally and thus qualify as a digitally altered frame.) I have compiled a list of possible candidates based on best picture and visual effects Oscar nominations, in some cases listing them to vet and eliminate them to be sure.
