It's hard to say if these are all universally appreciated. Just as the male characters list, some rules would be very helpful.

FYC:

You could consider characters from shows with a minimum number of votes and a minimum rating.

Maybe with a minimum number of seasons to ensure they are characters that marked a whole era.

Maybe with a minimum number of award nominations (Emmy, Golden Globes) to ensure they are loved not only by some users but by critics also.

Maybe set a goal to have minimum number of characters from each decade to ensure you cover all tv history.

Another possibility is finding an external article that lists some beloved characters so it could be used as a source.
