It is my favorite Chaplin movie. But on the list, my favorite is Roman Holiday it simply aged better.

I agree with City Lights; it's timeless and therefore has aged better.  Rom-com as a genre, on the other hand, clearly hasn't aged well--nothing later than 1993 on the list, and that movie is very overrated.  I suspect Nora Ephron may've killed the genre; if not, Richard Curtis surely slaughtered it.

I know, I was surprised too when I googled it. Especially, given the fact that Elmo and Kirk Picard made a couple of AFI's Top 10 of Top 10 a couple of years ago.

I think they only ones made are "Animation" and "Epic".
