I have a feeling Japanese cinema could constitute an own such poll, although it's often difficult to boil them down to the premise.

FYC (spoiler alert):

Tetsuo, the Iron Man (1989):

A businessman accidentally kills The Metal Fetishist, who gets his revenge by slowly turning the man into a grotesque hybrid of flesh and rusty metal.

Battlefield Baseball (2003):

High schoolers compete in a baseball tournament, however they are up against a team that brutally slaughters their opponents on the field. They seek the help of a talented boy new to school who vowed to never play baseball again since the day he killed his father with a hard pitch.

Exte (2007):

A mad hair fetishist sells hair extensions that grow from a dead girl's body. This proves to be fatal, as the extensions are out for revenge and try to kill everyone who wears them.

Who made this poll, a Presbyterian bank manager? Some plots are terrible, others so insane they make films that are unforgettable. I would feel my life fulfilled if I were the person who greenlighted Attack of the Killer Tomatoes, and there's a few others on this list that kick Marvel, DC and the rest of mainstream Hollywood into a cocked hat. I've never seen Tetsuo, but on the basis of that synopsis, I want to. Come on, either lighten up or go back to watching documentaries about cheese. Meanwhile, allow every screwball in San Diego (and elsewhere) to have something to appreciate.

Personally, I love "Howard the Duck" (the film) and I greatly enjoy the comic book it is based on. Howard's creator Steve Gerber (1947-2008) had a talent for satire, fantasy, and horror stories. Much better than the average Hollywood hack. 

As for the most ridiculous film plot, you missed "Signs" (2002). Supposedly advanced aliens invade ... an isolated farm in Pennsylvania, where they are easily killed ... by water.
