I would even question the inclusion of these three. I mean Dev Patel might be in his twenties but he's no newcomer, he's a well-established actor ever since Slumdog Millionnaire and got his Oscar-nomination last year, so he already lived up to his promise.

He doesn't say they have to be un-well-established actors...

The emphasis  was on "not being a newcomer" more than the "well-established" thing. In her 20's, Jodie Foster wasn't exactly a promising actress, she was one of the best actresses of her generation. As for actors, anyone who had acclaimed performances in his childhood or as a teen wouldn't be really promising in his 20's.

I think it would be too simplistic to consider an actor  promising on the sole basis of his age (there are late bloomers after all), what makes an actor promising is whether he had his breakthrough roles recently (1-2 years).

I don't think Dev Patel is a promising actor in the sense that he had already proven his talent and value in cinema's industry, Timothee Chalamet or Lucas Hedges are definitely promising actors.
