Question: Does it have to be their actual hair or do wigs count? If so there would be hundreds of options.

This is a great idea for a poll. My vote would probably go to Evey from V for Vendetta.
FYC:
Derek in American History X. For the first one-third of the film he is almost bald, as he is a "skinhead" Nazi. After time in prison, with his changing beliefs and attitudes, he grows his hair out.

Tom Cruise, in Born on the Fourth of July, goes from a standard short, well groomed haircut to the standard military buzz-cut and then, as an anti-war protester after he comes home from the war, he grows his hair long and fairly unkempt.

As you may know, polls can have up to 35 entries/voting options, so you can still add fourteen more, if you wish. There are still plenty of options, including some that Jen, Peter, and I suggested, and giving voters more choices is usually a good thing: The more choices, the greater the chance that a voter is going to see something for which he or she is enthusiastic about voting. Voters might also think of someone after reading the introduction and they tend to like it if that character is represented on the list.
While you certainly don't have to add other people's suggestions, collaboration generally makes for better polls with more of a chance of going live. This is a good idea for a poll; I'd encourage you to go a bit further with it. :-)
