Evil Queen or Stepmother/Sisters.  As I said once before, jealous kinds are the worst!  :D  BTW, I don't believe Shrek is Disney.

I would say Ursula. She steals the souls of her victims, and activelly seeks to destroy the undersea kingdom of Triton. She is a lot more vicious than the rest.

Bellwether wishes to undermine an entire society, and imprison people to create her ideal world. A lot more dangerous and ambitious than the others. 

The Queen of Hearts is a maniac with a decapitation fixation. 

Lady Tremaine is merelly abusing her daughters and her stepdaughter, and may have killed a husband or two. (She has kids and stepkids from at least two previous relationships.) Mundane evil, she would not be out of place in an Agatha Christie novel about dysphunctional families.

Queen Grimhilde only wants to kill one person, and that is her only daughter/stepdaughter Snow White. A modest goal with a small impact to the world at large.

Mother Gothel absolutely needs Rapunzel to maintain her youth, and doesn't much care for the world beyond her tower. No grand plan there. 

Anastasia and Drizella are mostly abusive when angered, and their mother dearest has a way of manipulating them. Otherwise, they bark more than they bite. 

Maleficent mostly seeks petty revenge for her wounded pride, and is happy to wait over a decade before harming a single hair out of Aurora's pretty head. 

Madam Mim wants to tormer Arthur for the fun of it, and is a gleeful sadist. 

Medusa is the proverbil bad boss, using and abusing all of her employees in a search for wealth. She does not want to kill them, but to use them. And she does not care about their misery.  Ideal material for a corporate CEO. 

Cruella just wants to kill dogs. That is all there is to the character and her plans. Very low-level threat.

I am not entirely certain whether Zira and Yzma are evil at all. Zira wants revenge against the people who killed her mate/husband, and exiled her and her children to an area known for its scarce resources. And Yzma has a lifetime of political service terminateddue to the whims of a selfish brat, who she had raised herself. Neither Simba nor Kuzco are innocent victims in their tales.
