I can't remember the name now, but I think there are some movies about the CIA pushing drugs/alcohol in black neighborhoods in an attempt to commit genocide on the African-American population.

@mariojacobs​ Operation Paperclip is a subplot of quite a few movies including 'Captain America: Winter Soldier', 'Fat Man and Little Boy', 'The Right Stuff' among others. 

It also has been exploited as a focal point in a episode of various TV series. 
The only movie that I can think of that it dominates the plot is:
or maybe this one.
 The Amazon streaming series, Hunter (2020) has a parallel plot element that entails the discovery of Operation Paperclip, the U.S. government operation relocating many German scientists (many of them Nazis) to the U.S.
