I like the minimums, rated at least 7/10 stars with at least 5,000 votes on IMDb with above 60 Metascore. It is interesting to the see the wide variance in critics scores and how more compact the range is for IMDb user ratings, for the most part. It probably says more about averaging a larger number of votes than it does about the critics vs. the moviegoers mindsets.

Barbarian, Beavis and Butt-Head, Chip 'n Dale, Dragon Ball, Downfall: The Case Agaisnt Boeing, Rise and The Redeem Team were not among the Oscar eligible movies released by The Academy, so it was impossible for it to be nominated for anything deserving it or not.
The Phatom of the Open was eligible and it matches your parameters
