I would move Ecco out of the top 5 characters, it was a very minor role in only one season. The same goes for Azrael.

Tabitha, Victor Zsasz or Fish Money were major characters, or at least they had presence during the five seasons of the series.

FYC:

there were two Valeska Brothers, and they both became evil, probably both belong in the list: Jeremiah (Mr. J) and Jerome, the original brother that drove the other to insanity.

While she ended up as a kind fo good character, Barbara was a villian for most of the series. If Tabitha has a place, then she should also.

Penguin accountant, Mr. Penn, became The Ventriloquist.
