This is the first of two polls, the other is being to be the worst best picture of all time and the entries are going to be the lowest rated best pictures by the IMDb members on this page. https://m.imdb.com/chart/bestpicture/ I can already tell you that a few of the entries on this poll are going to be on that list too since the lowest rated by the IMDb Best Picture film is at 6.0 and there is only 9 that are in the 6.0 to 6.9 range.

This could raise an interesting side question of whether or not the worst Best Picture award winner reflects the worst year for the body of Best Picture award nominees.

No, it would argue that not truly the best picture always win the Best Picture award. A lot of politics goes into picking best picture. Case in point. “Avatar” lost to “The Hurt Locker”, “Citizen Kane” lost to “How Green Was My Valley” ( which was an excellent movie in itself too), “Dr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb” lost to “My Fair Lady”, both “How The West Was Won” and “Lillies Of The Field” lost to “Tom Jones”., and both “Pulp Fiction” and “The Shawshank Redemption” lost to “Forest Gump”. Yet, in every one of those cases, and more, the members of the IMDb. com have rated the losers higher than the winners.
Other times, the best picture of that year did win best picture. Do I need to say “The Godfather”?
