Seems like adjectives are preferred over nouns. Granted "bureaucratic" is an adjective, it is not really a suitable word to describe in general a person, since the word is kind of occupation-locked. To put things into perspective, all of the following words are can easily be properly used to describe somebody who has no job, or a child for that matter:

  • selfish
  • irritable
  • liar
  • arrogant
  • bossy
  • cowardly
  • lazy
  • picky
  • rude
  • sarcastic
  • mean
  • self-centered
  • slovenly
  • sneaky
  • stingy
  • unfriendly
  • unruly
  • vulgar

Even with an exception to or deviation from the pattern, an alternative to "bureaucratic" could be "agentic" (as Stanley Milgram would say), but therein lay the realization that agency doesn't necessarily carry a negative connotation, as there can be many virtues in one taking very seriously his or her mission on behalf of another or an institution. The contrary, such as being non-committal, doesn't carry as many virtues, even when an agent is so kind as to properly tender his or her resignation as an agent (and turn in all the special utilities provided to him or her by the institution) before "doing the right thing" or so.

I don't see how being bureaucratic or agentic is inherently anything close to the worst qualities a behavior can have, so it might not be a good idea to ask me.

With that in mind, maybe "Vogonic" is more suitable than "bureaucratic". For the reasons stated earlier, the characterization simply feels out of place among the others, no matter how unpleasant the bureaucratic behavior can be at times, which itself is possibly just a variation of conformist behavior.
