I love the idea of "secondary antagonist" but since TV goes back many decades further than the oldest series on the list, I'd suggest dropping "of all time." If you change the title to just "TV's Greatest Secondary Antagonist," you could even get a whole other poll out of this (a part two with older series: if you ask for suggestions, there are plenty of people around who know older series and a few of us that love the chance to do research, lol).
From this list, Doakes from "Dexter" was a complicated character that compelled a good story line and Tuco from "Breaking Bad" was pretty entertaining so I'd probably vote for one of them.
