Intro:
By “worst cops,” I literally mean the dumbest, clumsiest, most incompetent cops - not corrupt, criminal, or thug-like cops. Just absolute disasters who are so clueless that you could never take them seriously.

The obvious ones are:
Frank Drebin from Police Squad and The Naked Gun movies
Chief Inspector Jacques Clousea from The Pink Panther movies.
They are both totally inept and step in dog poop, but come up smelling like roses.

Rowan Atkinson plays Johnny English (in the movies by the same name), who is a totally inept British agent that fits the bill.
Maxwell Smart (Agent 86 from Get Smart) is another secret agent that is totally inept but always gets it right.
I don't know if you would count intelligent agents as cops, but they are law enforcement and protection.
