Benu, the number of votes plays a vital role in this type of polls. Selecting top 35 movies from 1000+ movies you have to use both rating and number of votes factor.

Example: 

IMDb Top 250 List requires at least 25,000 votes to qualify.

I think you are missing my point. I don't disagree with a vote threshold, although 5,000 is pretty high for a 1948 movie (112 films (1948) > 1,000+IMDb votes, 61 films (1948) > 2,500+ IMDb votes & 38 films (1948) > 5000+ IMDb votes). Plus, if you think about it, these movies were released forty years before IMDb even existed and people even had the opportunity to vote for them online. I disagree with you using one and not stating you are using one.
