This is what you should see in your IMDb list: Click on the three dots in your top right corner and then click on settings

Once you do, you will get a pop up window as the one below, there you can change the settings from private to public:

If you have done that and it doesn't work, then there is a bug in the IMDb that doesn't allow your list to be public, it happens from time to time.

If that is the case, please report it in this other forum and someone from the IMDb staff will look into it.
