Lorne Malvo

Blindfolded he is able to kill the 30 of them with only 10 shots. Even Black Kaiser with his laser wouldn't be able to do anything.

More seriously, Lorne Malve has a pretty high kill count (36, but what for me make the difference is that:
1- His character is not cartoonish or invincible like John Wick, Black Kaiser or John Preston.
2- He is never getting surprised always in perfect calm and control. even when he was about to died he is able to maintain his appearance of control while he knows that he is not in control
3- He is very manipulative.

I think that if you are talking simply about combat skills, there is no doubt that Preston would destroy everyone.

He killed 118 people in Equilibrium, and he is very skilled at Martial Art.

The scene from the second link is just murder. There were no enemies or a fight.

Sorry for seeing that comment late.

Honestly, in the first season of Fargo, there is not that much gunfight, Malvo is a meticulous assassin, there is a scene where he fights the swat for a brief moment, I will try to find that one on youtube, but generally, the series doesn't show us those crazy and unrealistic shootouts.
