Does anyone have an explanation to why this movie isn’t in IMDb Top 250?

The movie is Drishyam (2015).

Hi Rahul -

Currently only votes from regular IMDb voters are considered when creating the top 250 out of the full voting database.  So if the title is not included in the Top 250 list, it's likely that there were not enough regular IMDb voters.

To everyone pointing out the regular voters criteria,
guys I know about it, and as i already said, a title having more votes by non-regular voters then the regular ones is hard to believe, unless an official rep confirms this is the case (of course I'm not entitled to it). So unless you a have different take on this, quit beating the drum.

IMDb also adjusts the weighted rating used for the IMDb Top 250 based on the number of votes from regular users. IMDb may also do other statistical adjustments to reduce the effects of campaigns to elevate or degrade the rating for a film. IMDb does not disclose any algorithms to counteract the effects of vote stuffing.

Description

In estimation theory and decision theory, a Bayes estimator or a Bayes action is an estimator or decision rule that minimizes the posterior expected value of a loss function (i.e., the posterior expected loss). The Internet Movie Database has used a formula for calculating and comparing the ratings of films by its users, including their Top Rated 250 Titles which is claimed to give “a true Bayesian estimate”. As the number of ratings surpasses m, the confidence of the average rating surpasses the confidence of the prior knowledge, and the weighted bayesian rating (W) approaches a straight average®. The closer v (the number of ratings for the film) is to zero, the closer W gets to C, where W is the weighted rating and C is the average rating of all films. So, films with very few ratings/votes will have a rating weighted towards the average across all films, while films with many ratings/votes will have a rating weighted towards its average rating.

So part of the explanations is, that among the "regular user" votes, the average rating is slightly lower than what appears on the title page. Currently the title page shows 8.3, while the Top 250 shows 8.0, and 8.0  puts it at (sometimes under) the cutoff for the list.
