Can Someone Falsely Claim a Celebrity Page if the Celebrity is not an IMDb Pro Member? How do you Verify Pages Claimed?

Hi, I follow this actor for many years and visit his page weekly, I noticed all of a sudden, his picture was deleted, his other pictures were all deleted and 3 pictures only were added, and his ratings for his work have all gone down in 1 week and I have noticed the ratings for his work has a lot of 1 star ratings all from 1 country added for weeks gradually. Can someone falsely claim a celebrity page as their own and use the actor's name and page and manipulate the data on it? Especially if that actor page didn't pay for IMDb pro account and the person or entity falsely claiming the page did pay? How do you verify if the person who claimed the page is the real celebrity or their agent or representative? Do you ask for ID verification or do they just need to follow the steps mentioned for claiming a page? Please reply as I think this is a serious issue. I can give you the celebrity name and you can check if someone recently tried to claim the page as their own who are not the real celebrity or their agent.
