Movie about Ferris wheel aging people

I'm looking for a movie about a Ferris wheel that ages people. I think one way makes them younger and the other makes them older. A man that has caused lots of trouble with people gets on the Ferris wheel to get younger I think but two kids that were victims of him make it spin and age him until he dies. I think it's something like something wicked this way comes but I can't remember.
