submitted Still Frame rejection review

re: #240921-162338-283002 Please review rejection of still frame. This capture is from 28 year old television show that is in low definition but standard in it's 'day'. There was no HD then. The capture is from CopsTV's own youtube channel and is the highest resolution available. Thank you for consideration of request.

Sprinkler reply 'fix' never actually happened (image link created for Cops 9.9). previous sprinklr thread https://community-imdb.sprinklr.com/conversations/data-issues-policy-discussions/submitted-still-frame-rejection-review/66f5838974add2148322f353 . I posted a reply there that the fix did not actually take place, but no reply. some kind of bug, maybe?
