Make the website inclusive for the Romanian language

In the Romanian language, we have the A-breve letter "ă" (https://en.wikipedia.org/wiki/%C4%82), but, unfortunately, IMDB does not allow it: The Unicode character at code point 259 [ă] is not supported. Since we should be able to use this common letter for Romanian titles, please add support for it.
