Thanks for the additional details.  I confirmed that this specific Image group gallery is an Editorial feature, we add exclusive images within this gallery and the images are frequently used within editorial features.

If I understand the question correctly, the "Latest Stills" gallery is owned and curated only by IMDb Editors.

Currently, hovering your mouse over an image within the list will display a caption box showing the applicable names/titles:

If there is an image that is not showing names or titles, it's likely that the image has not been tagged.  You can request a name or title tag by going to the title page photo gallery where the image originates from and selecting the option below the image to make the request.  You currently cannot tag or report images within a group gallery.

No, you currently cannot add image tags from an image list, only from the image gallery.  If you feel this tagging feature would be useful on image lists, I encourage you to post an Idea within the community so other members can comment and vote, and where IMDb staff can track interest.

I'm still not 100% clear on the question asked - are you asking how names and titles are added to these images when you mouse-over them?  If so, as mentioned earlier, you can add name/title tags to images by clicking on the image and selecting the option to add/edit a tag.

Thanks for clarifying.  I don't believe name or title tags will display on image lists when your mouse hovers, however, to be sure, I am checking with the appropriate team, once I have the details I will confirm them here.
