Definition of an "active contributor"

It would be interesting to know the criteria determining those contributors who are defined as "active", for the purposes of downloading the basic and extended datasets.

The latest information I could find from an IMDb admin is 12 months old and states the following:

"The Extended Datasets are available to those who have 1000+ approved contributions in the last 360 days, otherwise the Basic Datasets are available with just one approved contribution in the last 60 days."

Does this still hold true? And if so, is there a time delay between submitting contributions and being granted access?
