why does it take two steps to get the proper listing for a person?
This has been driving me insane since it started, because it's so weirdly non-intuitive that I can't think why anyone on earth would choose this.
When you go to a person's imdb page, at the top it lists all the things they do - director, actor, producer, etc. Since it almost invariably has the wrong thing as the default (i.e. Tom Hanks as producer) the first thing you do is click on what you want to see (i.e. actor). But instead of then displaying acting credits, it weirdly shifts "actor" further to the right, the opposite direction from what you want, and you have to click a second time to get it to list what you want to see at the top.
So, 2 questions
1) Is there any way to change this behavior?
2) WTF? What are they thinking? What is the thought process behind this? What purpose does it serve? Does anyone know?

The order of credit categories is determined by volume of credits, as explained on https://help.imdb.com/article/contribution/filmography-credits/how-are-filmographies-ordered-why-do-my-acting-credits-appear-before-my-writing-credits/G7JLMPHF734KQ2HN (the order can be changed by the owner of the name page as explained here). We are not sure what you mean in the claim that invariablly the initial selection is wrong.
The filmography view is filtered by default to show the three categories with the most credits. The action you describe of removing the actor filter and adding it back is unnecessary -- instead of doing that you should remove the filter (or filters) which you do not wish to see. In the Tom Hanks example cited, please click the "X" in the [Producer - 62 X] filter. This is a standard UI concept implemented across many modern websites. To easily see a completely unfiltered view of all credits, click the "X" next to all three initial categories and then without any active filters, all credits will then be displayed, or visit the "All topics" menu in the upper right of the name page and select "All credits" (for Tom Hanks this leads you here).
