Why aren't there Oscar Badges for all the years? Why does it stop at 2005?

You can get a Badge for rating specific (not sure who decided which) Oscar movies from 2023 back to 2005.

Why does it stop at 2005? How can we get badges for the years before 2005?

Do we need to provide lists? I can do that if that all that's needed. What else would need to be done?
