Public lists NOT showing up as public

Hello,

My friend let me know when she views lists I've shared with her that I know I've set to public that she is not able to access them and they show that they are private. i double checked and when I'm not logged in, I go to my profile and click on LISTS and notice not all my lists show up that I've clearly made public on my end. 

I've tried switching to maybe a different browser or incognito or clearing my cookies and it still is having the same issue for people I've shared my public lists with, they can't see them.What to do?
