New design fails to load header properly

Ever since the design changed for me on browser (specifically Chrome), the large grey bar at the top of every film page with all the important stuff (not the small one with the search bar and menu etc) appears for a few seconds while loading my user rating (shows loading icon over it) and I gather as soon as it loads, the whole bar disappears, leaving the Videos tab at the top of the page with no way to access all the main stuff.

What's going on?
