IMDB Top 250 Foreign Movies

While I was checking the IMDB Top 250 movies, i noticed that there was IMDB Top 250 English and Indian Movies. I feel like it would be way more helpful to have a IMDB Top 250 Foreign Movies with all the Italian, German, Japanese, Korean, etc movies. Everyday people are watching more and more foreign movies (culminating with Parasite's win at the Oscars) and I fell like it would made sense for IMDB to promote that. Since there's not a lot of foreign movies with 25,000 votes, maybe lower it down 15,000 so everybody could get a chance.
Hope you guys work on this!

"Foreign" to whom?

I could suggest you use Advanced Title Search, but with all the multinational funding, eliminating the films of country X might also eliminate "Foreign" films that happen to have funding from X. Similarly, eliminating language X might remove results with just a splash of X on a background poster.

You could just use the criteria that the Academy uses to define a foreign/international film (that I think its pretty universal): a feauture-lenght motion picture produced outside the United States with a predominantly non-English dialogue track.
The problem with Advance Title Search is that it doesn't use the IMdB alghoritym, basing the ratings only on their average rating.

Again, which "Academy"? BAFTA? AMPAS? This is the internet, and IMDb is accessed worldwide.
I don't believe IMDb captures the information you'd need: "predominantly non-English dialogue track".

There is a primary_language operator which could be used. It searches only the first language listed for each title. It is used in the language links on title pages, but can manually be inserted into other search strings instead of the languages operator.

Similarly, there is a country_of_origin operator which only searches the first country listed, as opposed to the countries operator.

Here is an advanced search using those operators to exclude USA and English:
https://www.imdb.com/search/title/?title_type=feature&num_votes=15000,&country_of_origin=!us&primary_language=!en&sort=user_rating,desc

So, using Peter's information, but among the current Top 250 (ATS results display the weighted rating from the title page):

Expanding to Top 1000 (which displays the weighted average from the title page, and may not use special weighted average of the Top 250, but apparently DOES use the 25000 vote minimum):
