export page
On the export page for my Watchlists are 11 of them. They are all empty but on the right of them is says there are still titles in them. So something is incorrect. And why keeping empty Watchlists?

Exported lists remain visible on your exports page for four weeks to provide a convenient way to access (or re-access) the contents at export time, regardless as to whether the contents of the lists have been modified (or even deleted) in the meantime.
