Can't rate films - circle just keeps going around. Other items freeze - can't open them. Had same problem before. How to fix it permanently

Can't rate films. Circle just keeps going around! Most other items  on page freeze - I can't open them. Had problem before, now it's back. This is the only site I have a problem like this on. Why?
