'Banned' certificates list for all countries

This topic is started as idea, and it is, but at the same time, the matter covered may also be a problem for some countries reputation as well as for IMDb users and contributors in operating the database.IMDb allowed to add the "Banned" attribute to the certificates list on per-country basis. It seems to be good and rational from the first sight, but in fact there no countries where some films were not banned or are not going to be banned in future. The countries which certificate systems are not added to the base or added with the attribute "Banned" then seem mistakenly to be more strict, or "not democratic", or else in the questions of cinematography.__________________________________Finally, I suggest to transform the multi-attributes system for "Banned" into one single attribute in the list. After the option is selected by a contributor, then he should be asked for which country.
