Your final idea is great, I'd like to be "notified when they’re in new movie or recommended to watch movies". At the same time, I see this concept is more an idea for sci-fi movies. The notification might be initialized after an actor is credited in a movie. But in reality, this may take months or years for a credited actor to be listed in the IMDb relative titles.

There is an existing similar feature, but it might only be for news.
