What's the name

Movie starts out with a young black kid driving on his way to college.  He turns in front of 2 cops and they roll him because the one cop says he looked at them wrong.  When they stop him he reaches for his wallet in the back seat and they shot him and kill him.  Then they plant a gun on him to make it look like he was going for a weapon.  The kids mom was a police officer and his dad is some kind of official and the dad takes it on himself to go after the dirty cops. The he finds out these 2 cops have done the same thing before and the 2 dad's fgo looking for them.
