What's the movie title of the following plot story

Looking for a crime thriller from the 80s or 90s, probably a made-for-tv flick. I don't remember much except for some scenes. An older-looking detective or private investigator is trying the solve a murder case that included a video cassette. Near the final showdown scene the detective is abducted by two psychos that held him captive in a remote building. The detective subdues one of the kidnappers but is overpowered by the second one. Anyone - any ideas what movie it could be ?
