What is the reason for the official runtimes of certain movies, such as Apartment (1996), being longer than their downloadable versions?

For example, in this case, the legal download of Apartment (1996) has a running time of 1h 39min, while the official running time is 1h 56min.

You're going to have to provide a little more context on what you mean by "legal download." Do you mean illegal download? That would make sense if whomever uploaded an illegal version uploaded a TV cut (edited down to make it suitable for TV) version of the film.

I mentioned "legal" because many unofficial versions are circulating online nowadays, and I want to understand the difference without those fake and illegal versions affect.

Legal means nothing without context. Are you talking about finding it on a like Netflix or other recognized streaming service? Are you talking about non-bootleg DVD or BluRay discs (not bought from some schmuck on a corner) but in a big box store?

1. I never seen the film.

2. It doesn't have THAT many votes. It has 16k votes.

3. It looks like it only had a DVD premier in the US back in 2006.

You haven't given ANY CONTEXT as asked for. Could you be talking about its latest July 28, 2021(DVD premiere) in Egypt? You do realize that movies get censored in different ways depending on the version sold in their respective market. I wouldn't be surprised that Egypt got a censored and shortened version.

Movies get censored/edited in different ways depending on the version sold in their respective market. TV cuts exist. To make it broadcastable - remove sex or certain acts of violence and gore.

This should be the running time of the title's original release in its country of origin. To identify this running time, we will use any item with a blank attribute, and a country field that is blank or matches the title's country of origin.
