What is the movie

I'm wondering if someone knows in what (pre-2000, IIRC) movie this happened: A bad guy is being chased by the law, who are closing in. He contacts the mastermind bad guy, who operates secretly in a large (approx. 5 story), old warehouse building. The secretive bad guy is exposed, and he responds by blowing up the whole warehouse and escaping. I can't remember if he's caught.
